Cannabis Business Applications

The Town of Charlemont welcomes qualified applicants interested in establishing a licensed cannabis business within the community. In accordance with Massachusetts General Laws and the regulations of the Massachusetts Cannabis Control Commission (CCC), all cannabis establishments must obtain a Host Community Agreement (HCA) from the Town before applying for or receiving a state license.

To ensure a fair, transparent, and consistent review process, the Town has established standardized application materials and evaluation criteria. All applicants will be evaluated using the same scoring process in accordance with applicable state regulations.

Application Process

Applicants seeking a Host Community Agreement with the Town of Charlemont must:

1. Review the Town's Cannabis Business Application Procedures.
2. Complete the Cannabis Host Community Agreement Application.
3. Submit all required supporting documentation listed in the application.
4. Pay any applicable application fees (if required).
5. Participate in meetings or interviews with Town officials, if requested.
6. Undergo review by the Town using the adopted Evaluation and Scoring Form.
7. Receive consideration by the Selectboard regarding the issuance of a Host Community Agreement.

Issuance of a Host Community Agreement does not constitute approval by the Massachusetts Cannabis Control Commission. Applicants are responsible for obtaining all required local permits, zoning approvals, and state licenses before commencing operations.
