Thanks to the Community Compact Cabinet partnership with the Commonwealth, the Town of Charlemont was able to pursue funding towards financial management: capital improvement planning. Within that planning the Town hired three consultants: 1) an expert to help the Town establish a Capital Improvement Planning Committee, 2) an engineer to provide a pre-engineering study of the eight highest ranking bridges in town and the approximate cost to repair or replace them, and 3) an engineer to provide a roads assessment. These latter two were hired for the purpose of valuing the Town's assets not previously fully captured in the Town's budgetting process.
